The Dual VET project at the Barcelona City Council was developed in 2012, through the Municipal Institute of Education and the Barcelona Education Consortium that signed the first agreement in September 2012.

In the 2013-2014 academic year, a first pilot was launched that allowed the incorporation of 60 students from CFGS Early Childhood Education to 30 municipal nursery schools. The experience was so successful that it has allowed more students from other professional profiles to be incorporated each year into the different municipal dependencies (10 districts, 9 Sector Managements such as Economics, Culture, Mobility, Social Rights…) 13 Municipal Institutes (Sports, Markets, Finance, Parks and Gardens, Social Services, Housing…) as well as in Public Companies (Barcelona Activa) and Foundations participated by the Barcelona City Council.

Experiences

Noèlia Serrano studied Audiovisual and Live Entertainment Production at EMAV School, and completed her Dual VET at the Barcelona Film Commission, part of Barcelona City Council.

Paula Jesus studied the Advanced VET in Design and Editing of Printed and Multimedia Publications at Escola del Treball in Barcelona, and completed her Dual VET at the BCN VET Foundation in the 2023/24 academic year.

Sergi Bagur studied the Advanced VET in Marketing and Advertising at Institut Lluïsa Cura, and completed his Dual VET at the BCN VET Foundation in the 2024/25 academic year.ㅤㅤ

Experiences of students who studied or are currently studying the Advanced VET in Early Childhood Education at Institut Miquel Tarradell, carrying out their Dual Vocational Training in various municipal nursery schools.

Quality Excellence Distinction
at the Catalonia FP Biz Day 2025 Awards

On November 13, the award ceremony for the second edition of the Catalonia FP BIZ DAY Awards, promoted by the Department of Education and Professional Training in collaboration with Caixabank Dualiza, was held at the Citilab in Cornellà del Llobregat.

The BCN VET Foundation has been distinguished with the Quality Excellence Certification in the dual vocational training reception process with the support of the Lluïsa Cura Institute.

These awards are recognition of the efforts of the organizations to promote the development of dual vocational training (in an intensive regime), the quality of the service provided and the collaboration between companies and educational centers. The Foundation, together with the Management of Mobility, Infrastructure and Urban Services and the Municipal Institute of Finance, are the three units of the Barcelona City Council certified within the framework of the Dual VET project in the Barcelona City Council, which each year has nearly 300 dual VET grantees. The next step is to add municipal departments with the seal of quality excellence.

This 2025-2026 academic year, the Barcelona City Council has 298 VET grantees, from 19 professional profiles and 23 VET centres in Barcelona city.
Barcelona City Council’s commitment is to intensive Dual VET, in the grant modality, training 2,870 VET grantees with a total investment of €9.8M (2013-2026).

Governance bodies

  • Follow-up Subcommittee: Formed by representatives of the Barcelona Education Consortium (a public body co-managed by the Generalitat de Catalunya with competence in planning the public training offer in the city), the Department of Education of the Generalitat de Catalunya, the Management of People, Organization and Electronic Administration of the Barcelona City Council and the BCN Vocational Training Foundation (mostly co-participated by the Barcelona City Council and the Metropolitan Area of Barcelona).

This is the space for proposal, evaluation and incorporation of elements to improve the project. It meets periodically every two/three months.

  • Follow-up Committee: It is formed by the members of the subcommittee + representatives of centers (dual VET coordinators) and referents of the municipal dependencies.

It is convened once a year to take stock, evaluate and plan the project.


The BCN Vocational Training Foundation works as a Dual Accelerator Unit and coordinates the request for places from the City Council, through an application form (which incorporates links to the activity plans of the most demanded cycles) with the aim of fitting the tasks with the most appropriate cycle. It also offers a service of advice, management and dissemination of the project for the entire municipal structure. The allocation of places to the centers is carried out from the Consorci d’Educació de Barcelona.
