The Dual FP project at the Barcelona City Council was developed in 2012, through the Municipal Institute of Education and the Barcelona Education Consortium that signed the first agreement in September 2012.
In the 2013-2014 academic year, a first pilot was launched that allowed the incorporation of 60 students from CFGS Early Childhood Education to 30 municipal nursery schools. The experience was so successful that it has allowed more students from other professional profiles to be incorporated each year into the different municipal dependencies (10 districts, 9 Sector Managements such as Economics, Culture, Mobility, Social Rights…) 13 Municipal Institutes (Sports, Markets, Finance, Parks and Gardens, Social Services, Housing…) as well as in Public Companies (Barcelona Activa) and Foundations participated by the Barcelona City Council.
From 2013 to 2025, Barcelona City Council:
The project consists of two phases:
· 1st phase: 100 hours of practice (FCT) (June/July)
· 2nd phase: 900 hours in paid scholarship (September 24-June 25)

Governance bodies
· Follow-up Subcommittee: Formed by representatives of the Barcelona Education Consortium (a public body co-managed by the Generalitat de Catalunya with competence in planning the public training offer in the city), the Department of Education of the Generalitat de Catalunya, the Management of People, Organization and Electronic Administration of the Barcelona City Council and the BCN Vocational Training Foundation (mostly co-participated by the Barcelona City Council and the Metropolitan Area of Barcelona).
This is the space for proposal, evaluation and incorporation of elements to improve the project. It meets periodically every two/three months.
· Follow-up Committee: It is formed by the members of the subcommittee + representatives of centers (dual VET coordinators) and referents of the municipal dependencies.
It is convened once a year to take stock, evaluate and plan the project.
The BCN Vocational Training Foundation works as a Dual Accelerator Unit and coordinates the request for places from the City Council, through an application form (which incorporates links to the activity plans of the most demanded cycles) with the aim of fitting the tasks with the most appropriate cycle. It also offers a service of advice, management and dissemination of the project for the entire municipal structure. The allocation of places to the centers is carried out from the Consorci d’Educació de Barcelona.
Catalonia FP Biz Day Award at the Barcelona City Council
On 7 February 2025, the project was awarded the Catalonia FP Biz Day Award by the Department of Education and Vocational Training, with the collaboration of Caixabank Dualitza, which recognizes good practices of companies and entities collaborating with FP Dual.
27 Awards were awarded to companies, public administrations and entities that have excelled in the accompaniment and training of students.
Barcelona City Council received the Catalonia FP BIZ DAY Award in the category of greatest reception of Dual FP students. Every year, Barcelona City Council hosts around 300 FP students and since 2013 has trained more than 2,500 intensive FP students, being a model of success and reference in Dual FP in the Public Administration.
She collected the Sira Garcia Bosch Award, secretary of the Municipal Council of Education and Vocational Training of Barcelona.

Noèlia Serrano studies Audiovisual Production and Shows at the EMAV School, and is doing Dual Vocational Training at the Barcelona Film Commission at the Barcelona City Council.
